Road Map To Comprehensive Elephant Management Framework
Due to a moratorium placed on the culling of elephants as a management tool in 1995, South African National Parks (SANParks) has not implemented measures to control elephant populations in national parks for the last 10 years, which has led to concern that the expanding populations may cause biodiversity losses. Recent legislation governing national parks stipulates that SANParks must consult with interested and affected parties in formulating plans to manage threatened species. Accordingly we plan to hold a workshop of roughly 200 registered participants at Berg-en-Dal Rest Camp in the Kruger National Park from 19 to 21 October 2004 . The workshop will include a series of papers on subjects covering:
- possible impacts of elephants on biodiversity
- the conservation status and the future of elephants in protected areas in southern Africa
- ethics and values
- social impact of protected areas, (potential risks and benefits to neighbours)
- ptions for managing elephants, (translocation, contraception, culling and others)
Presentation of the papers will be followed by a breakout session in which the participants will be grouped according to the above topics. The breakout groups will consider a SANParks discussion paper which will make recommendations on management measures. At the termination of the workshop SANParks will revise the discussion paper taking into account the report back from the breakout groups. It will then be circulated for a 30 day period for public comment. Implementation of the final plan is subject to approval by the Minister: Environmental Affairs and Tourism.
